Ashley Phillips MPH, CHES, MSW
Ashley Phillips is currently employed with the University of Illinois Extension as a certified community health educator. She has extensive background knowledge in program needs assessment, planning, implementation and evaluation addressing Chronic Disease, Reproductive Health, and other public health current trends.
Ashley earned her Bachelor’s Degree from Northern Illinois University with a focus on Community Health, completed her graduated degree in Public Health (MPH) from Walden University, and is currently a candidate Master’s of Social Work (MSW) at the University Of Illinois Chicago Jane Addams School Of Social Work.
Ashley primary passion is young women and boys and teenage mothers. She believes serving and educating the youth will bring a better community and society for the generations before and after them.
Ashley Professional Affiliations includes the Illinois Public Health Association, American Public Health Association and the Society for Public Health Education (SOPHE.)

Danenya earned her Master’s Degree in Human Resource Management from DeVry University, Keller

Tammy M. Rutledge MHA, ASQ-CQA
Tammy Rutledge, MHA, ASQ CQA has over 25 years of experience working in the community and with the public sector.
Currently, she serves as the Director of the STI Surveillance Program for the Chicago Department of Public Health and has served in many roles in the STI/HIV bureau. Her current position involves the monitoring, training and efficient process development for receiving over 40,000 cases of reportable diseases annually.
In past roles, she served as the Quality Manager for the Ryan White Part A program and the Interim Director for over 2 years in which she supervised and monitored the activities of over 40 delegate agencies and 15 staff of the CDPH Care Program and Quality Management Team. She also worked collaboratively with the Deputy Commissioner of Finance/Administration, Deputy Commissioner of Risk Management, Assistant Commissioner of STI/HIV Services, Director of Administrative Services and other support staff to improve the financial/contractual vendor process and to ensure strategic planning and priorities of the various programs she has served in were met.
Ms. Rutledge has almost 20 years of grant writing and budgetary experience; identifying and being granted awards ranging from $1.5M to $27M annually. In her second year as the Interim Director for Ryan White, CDPH received their highest score in history on the grant application.
Justina Baker B.S.
Justina Baker serves as the Associate Accountant for Liquidus Marketing Inc. and is currently pursuing her M.B.A. Although still in the genesis of her career, she has served in as an underwriter of commercial loans the business banking industry, and later transitioned into her role as a corporate accountant. She has gained ample experience preparing financial models and reports for all levels of management and has a strong analytical background. She holds a B.S. degree in Accounting from Purdue University Calumet and enjoys promoting financial literacy to children and young adults.
